“No person shall drive a vehicle at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing.”

All this said, there are also posted speed limits that should never be exceeded in any conditions. If you are caught driving faster than the posted speed limit (which in New York generally doesn’t exceed 65 mph), you may be issued a speeding ticket.
